Wrap shank to bend with thread; tie in tail; tie in poly-yarn wings approximately 1/4 way from eye to bend, wrap each side of wings individually, then wrap together to pull wings in slightly; tie narrow cut of foam behind wings (leave space for hackle), wrap foam with thread from tie in to bend (foam will compress a lot); tie in floss and wrap thread forward to behind wings and wrap floss forward to behind wings, draw untied end of foam over floss and tie down; cement tie down; tie in hackle and wrap behind and in front of wings; tie down hackle; whip finish or half hitch and cement thread.
